Spectrum as a platform: a critical assessment of the value promise of spectrum sharing solutions

Spectrum-sharing solutions try to decouple spectrum from the devices and infrastructure part in order to offer this spectrum as a single product to the wireless market, which should hopefully increase spectrum efficiency, stimulate innovation and increase mobile services adoption.
By doing so they are actually shaping spectrum itself into a platform product on which other solutions and services are being designed and deployed. Platform strategies have proven to be very successful in the world of ICT, but platforms are not easy to set up and are not always the best strategy. We will build upon platform theory and market insights to analyse how such a Spectrum-as-a-Platform solution performs in answering the future needs of the wireless industry.
