Why Community media in the Czech Republic? A Roadmap to Develop Czech Community Media

In many different parts of the world community media are credited for enhancing democracy and stimulating participation. The CEE countries have been slow in the uptake of the community media model, with some exceptions, but this lack of attention now also offers opportunities for facilitating their establishment. This contribution discusses the need to combine two strategies: (1) a consultation, training and negotiation process; and (2) the creation of a legislative framework. Then the following obstacles that this legislative framework needs to overcome are analysed: the participatory-democratic logic versus the bureaucratic-administrative logic; red tape; the (legal) definition of community media; protecting civil society; sustainability and financing; training and coordination; and the confinement to the local.
