Lokale besturen functioneren steeds meer in een 'netwerk'-achtige context. 'Lokaal beleid' en 'lokale strategie', vaak gebruikt in een betekenis van 'autonome organisatie', lijken het product van deze interacties. Deze evolutie doet vragen rijzen over de betekenis van 'lokale politiek' en 'lokaal beleid', over de capaciteit van de gemeenten in deze stelsels en over de manier waarop gemeenten zich best organiseren.

Deze empirische studie onderzoekt de structuur van verhoorcompetenties, hoe deze verder ontwikkeld kunnen worden en de samenhang van competenties met persoonlijkheid. De studie is een substantiële voortzetting op de vijf-dimensionale taxonomie van De Fruyt (2006) en onderzoekt of deze voldoende comprehensief is.
