ContextExtreme local rain storms may induce severe floods and related socio-economic impacts on the urban environment (Belgian cities). While floods along rivers have been studied already extensively, quantification, forecasting, control and management of inundations along sewer systems and urban rivers have to face particular difficulties. They need fine-scale (local, short duration) rainfall estimation and nowcasting (= short-term forecasting in real time). They also require involvement of local authorities, which typically have low capacity in setting up risk quantification, forecasting, control and management systems.B. ObjectivesThis PLURISK project supported the local authorities in the quantification, forecasting, warning, control and management of pluvial floods. Methodologies and software tools are being developed for:(1) Nowcasting of fine-scale extreme rainfall, using advanced techniques for storm cell tracking and integrating national (C-band) and local (X-band) radar technology, numerical weather prediction (NWP); quantification of the uncertainty in this nowcasting.(2) Two-dimensional fine-scale modelling, mapping and nowcasting of inundations in urban areas, and quantification of uncertainties on these inundation quantifications.(3) Socio-economic risk quantification, incl. material and immaterial (social, ecological) damage assessment, quantification of risk perception (awareness), coping capacity and recovery capacity, impacts on built heritage, and uncertainty estimation on these impacts.(4) Risk communication and flood risk warning based on the nowcasting results; also extreme rainfall and lightning warnings will be addressed.(5) Risk reduction by both prevention/management, with particular focus on new management strategies, i.e. better interfacing between spatial planning, eco-management and urban water management (e.g. green – blue water; role of landscape architecture; restoration of biodiversity in urban areas incl. ecotechnologies on buildings and very dense urbanized areas, and considering the services of biodiversity for human population)While the nowcasting system for extreme weather conditions developed in (1) has been developed nation-wide (covering the whole Belgian territory), the methodologies and software tools developed in (2) - (5) have been tested and demonstrated for selected Belgian cities as case-studies. More specifically, the cities of Leuven and Gent (area of Oostakker and Sint-Amandsberg) were considered as case studies. For the Leuven case, the PLURISK project was linked to the RainGain Interreg IVB NEW project, which completed in 2015. The methodologies and tools developed within PLURISK are, however, applicable to any city or urban area in Belgium.C. ConclusionsThe main conclusions on the research activities and results are:For WP1 - Nowcasting of fine-scale extreme rainfall:A detailed international literature review was conducted on methods and experiences in radar based fine scale rainfall estimation. Methods were selected, advanced and applied to integrate the X-band with the C-band radar observations and with rain gauge data, in order to generate hybrid spatial rainfall composites with high resolution. The results show that for both the X-band and C-band radar data, the radar estimates could be greatly improved by all the adjustment procedures. The gauge-radar residuals however remain quite large, even after the adjustments. We moreover concluded that the adjusted X-band radar measurements are not always better estimates than the corresponding C-band measurements. Further investigation showed that the rain gauges and radars could simulate the spatially more uniform winter storms with almost the same accuracy. The results are different for summer events, where the added value of the radar data becomes more evident.Moreover, important progress was achieved with the implementation of the Short-Term Ensemble Prediction System (STEPS). The STEPS framework has shown flexibility to meet the scientific objectives of WP1 such as the non-conservative extrapolation of rain fields, uncertainty quantification of both radar observations and nowcasts, etc. STEPS-BE was set up for ensemble quantitative precipitation estimation and forecasting as well as the deterministic, probabilistic and ensemble verification of STEPS nowcasts. Additionally, the STEPS-BE software suite is able to run both in an operational environment on real-time data, as well as on archived data for case studies. Nowcasts were produced for selected storms and applied for testing the integration with the urban flood modelling in WP2 in the PLURISK case studies.The real-time mode of STEPS-BE is being used side-by-side with INCA-BE, the current operational deterministic nowcasting system at the RMI. A new lightning module was added to this deterministic system, and the performance of this module is continuously monitored in a real-time verification utility.Weather radar data were also prepared and delivered to WP3 in order to extend the multivariate depth-damage models with rainfall-damage models. They consist of monthly maximum hourly rainfall accumulations derived from the quantitative precipitation estimation product of the Wideumont radar.For WP2 - Two-dimensional urban flood modelling, mapping and nowcasting:For the Leuven case, a detailed sewer system model, implemented in InfoWorks-CS, was calibrated and validated based on in-sewer measurements of water levels and flow velocities. After that, the model was applied to simulate more than 50 rainfall events, including 10 extreme rain storms. For the Gent case, the sewer model is up and running as well, and 10 extreme rain storms were simulated. The rainfall inputs were based on the different radar adjustment and fine-scale rainfall estimation methods developed in WP1, to study the effect on the sewer flow and water level results.Based on these simulation results and applying the dual drainage approach, sewer surface inundations were modelled in a 2D way. Detailed and simplified full 2D versus 1D approaches were implemented and tested for that task. For the full 2D approach, different mesh resolutions were tested and the optimal resolution selected. To enhance the application of such 2D surface inundation modelling and mapping, simplified approaches – but identified and calibrated to the detailed approaches – were tested and implemented. This sewer inundation model has also been applied for simulation of the STEPS nowcasts provided by WP1 for selected storms, to obtain urban flood hazard maps to be combined with the urban damage functions obtained by WP3 to obtain urban flood risk maps.For WP3 - Socio-economic risk quantification:Based on a theoretical and analytical literature on flood damages and risks (functions), a specifically targeted questionnaire was distributed among flood victims. We managed to get the permission from the Belgian Privacy Commission to allow us to use the data from the Belgian Disaster Fund so that we could execute a large-scale written questionnaire. This created possibilities for innovative statistical analysis, which were completed. Two distinct types of multivariate flood damage models, “depth-damage” models and “rainfall-damage” models, were developed. Moreover, an intangible damage analysis was conducted with interesting findings. Also the potential damage to historic buildings and sites was explored. The “depth-damage” model was implemented for integration with the 2D sewer inundation depth results of WP2. The same was done for the “rainfall-damage” model, in view of WP4.For WP4 - Risk communication and flood risk warning:All PLURISK components (rainfall nowcasts, radar – rain gauge merged products, urban inundation model, socio-economic impact assessment approach) were brought together for the Gent case study to come up with a prototype integrated and multi-disciplinary urban inundation risk nowcasting system. By running the different STEPS-BE ensemble members, the rainfall nowcast uncertainty is propagated to the inundation hazard and risk results. The other uncertainties on the inundation modelling and socio-economic impact assessment are being added and propagated in that modelling chain. Different visualization approaches of the uncertainties were tested, which formed the basis for the urban inundation risk warning.For WP5 - Risk reduction by eco-solutions:A state of the art of concepts for eco-solutions and evaluation of such solutions was reviewed, which identified three main ""gaps"" in the literature. These include gaps reg. the definition of green spaces, the typology of green spaces, as well as the role of different types of green spaces in water regulation. The analysis of infiltration and runoff data collected from the literature highlighted a lack of consensus, showing the difficulty to evaluate the (function of) ecosystem services.Assuming that ecological processes / ecosystem services depend on the spatial structure of green spaces, this structure was analysed by calculating different indices of the landscape. Five cities in the same region were studied to identify possible similarities between spatial patterns. The total amount of green spaces for the five cities was found comparable to other European cities. The size of green spaces was found increasing along an urban-rural gradient. At the same time, their density decreases. We also find that the connectivity of green spaces increases and that the shape becomes more complex along the urban-rural gradient.Four categories of green infrastructures were identified as being useful in rainwater management, actively preventing flooding by reducing runoff. They are green roofs, bio-swales, infiltration trenches and rain gardens. Each one was developed in a specific technical leaflet. In parallel, study cases were analysed in Gent. The studied neighbourhood regularly flooded under heavy rains. A holistic analysis has been made from a spatial planning perspective to integrate the most appropriate green infrastructures in order to prevent flooding and to enhance the urban biodiversity.D. Contribution of the project in a context of scientific support to a sustainable development policyThe PLURISK project focused on:“Natural risks” related to the “extreme meteorological phenomena”: extreme rain storms, urban floods;“Areas at risk”, being the Belgian society in the urban environment, and the “material cultural heritage”;and considered the following chain to describe the risks:Hazards: probability that fine-scale extreme high rainfall (that might induce urban flooding) will occur (variability) at a certain intensity, time and given place; and highlighting precursory signs (based on NWP), conditions that will induce urban floods (sewer hydraulics), as well as the potential aggravation of risks caused by a combination of other hazards and site effects (high downstream water levels). Uncertainties as regards to the fine-scale extreme rainfall hazards were reduced through different types of rainfall-based data sources, and explicitly quantified.Vulnerability: identification and evaluation of the impacts on and potential damage to, as well as potential resilience of, at-risk areas. The research in particular took into account the multiple socio-economic and environmental factors which determine or influence such vulnerability.Scientific support for managing risk: this involved i) evaluating risk based on the integration of scientific knowledge of the risk and the vulnerability in question; ii) analysing measurements of risk management while looking for a balance between measures to ensure early detection, prevention, impact limitation and restoration to support reduction or adaptation of the risk; and iii) analysing perception of the risk, concerns and values of society in order to suggest how to manage risk in a way that is acceptable to society and how to communicate this in a suitable manner.The proposed research thus was multidisciplinary and systemic, and covered all three elements of the considered risk chain.The PLURISK project more concretely aimed to support the local authorities in the quantification, forecasting, warning, control and management of pluvial floods. "Herstel van vingervaardigheid met een exoskeleton gecontroleerd door menselijke intracraniale registraties" "Marc Van Hulle" "Laboratorium voor Neuro- en Psychofysiologie, Universiteit Gent" "Brain Computer Interfaces (BCI) registeren hersenactiviteit om ze naar intentionele acties te vertalen. Verschillende studies hebben met succes motor-BCIs aangewend om de functie van een ontbrekend of verlamd ledemaat te vervangen. Elektrocorticografie (ECoG), een deels niet-invasieve registratietechniek, biedt nieuwe perspectieven voor lange-termijn registraties doordat het littekenvorming veroorzaakt door electroden geïmplanteerd in het corticaal weefsel vermijdt. Ondanks de progressie in het decoderen van individuele vingerbewegingen, inclusief ons eigen werk, wat ontbreekt zijn demonstraties van meer realistische scenario's zoals herhaalde vingerbewegingen (bv. typen) en gecoördineerde vingeracties (bv. grijpen en vasthouden van een kop thee). Ons objectief is een ECoG-BCI te ontwikkelen dat dergelijke scenario’s uitvoert met een hand exoskeleton, een draagbaar gemotoriseerd raamwerk. Doordat de huidige decoders tekort schieten, omdat ze uitgaan van een lineaire relatie tussen vingeracties en ECoG activiteit, stellen we een niet-lineaire decoder voor. Ons tweede objectief gaat over subjecttraining. We stellen een stapsgewijze trainingstrategie voor die de gebruiker zal assisteren in het verwerven van vingervaardigheid door ingebeelde activiteit daar deze laatste is wat verlamde patiënten kunnen benutten. "Het tegengaan van psychose door interactie te optimaliseren" "Inez Germeys" "Contextuele Psychiatrie" "Psychotic disorders are amongst the most severe mental disorders. However, current treatments have failed to reduce disability or change the prospects for recovery for patients with a psychotic disorder. In this project, I will investigate an entirely novel therapy, targeting the core vulnerability profile of altered person-environment interactions underlying psychosis, specifically increased stress-reactivity and reduced motivated and goal-directed behaviour. My colleagues and I have developed a digital apparatus, the ‘PsyMate’, allowing real-time interventions for patients with severe mental illness. In this project, the PsyMate will be used to:reduce psychotic and emotional reactivity to stress with “detachment and acceptance” exercises in real life situationsimprove motivated and goal-directed behaviour with real-time behavioural activation therapy.In a randomized controlled trial, I will investigate whether this self-management therapy, conducted outside the office in the patient’s real life, is capable of reducing psychotic reactivity to stress and of improving motivated behaviour in participants with an at-risk mental state for psychosis.In order to understand the impact of this intervention in terms of brain plasticity and prediction of response, I will use an experimental medicine approach to investigate the neural effects of the intervention. I will focus particularly on prefrontal dopamine-reactivity as the brain mechanism mediating altered person-environment interactions. In the current study, I will examine prefrontal dopamine reactivity towards positive as well as stressful negative events as the biological process mediating underlying motivated behaviour and environmental reactivity. Furthermore, I will investigate whether a self-management therapy specifically focused at aberrant person-environment interactions alters brain plasticity at the level of prefrontal dopaminergic neurotransmission in persons at risk for psychosis." "Terugkoppeling controle van grote windkrachtcentrales in grote-eddy simulaties van wind farm grenswaarden." "Johan Meyers" "Toegepaste Mechanica en Energieconversie (TME)" "De snelle ontwikkeling van simulatiemethodologie, rekenkracht en meettechnologieën opent mogelijkheden voor de reconstructie, voorspelling en controle van turbulente stromingen in de atmosferische grenslaag (E: Atmospheric Boundary Layer – ABL). Dit kan bijvoorbeeld leiden tot toepassingen zoals het monitoren van de dispersie van verontreinigende stoffen, het voorspellen van het vermogen van windturbines, maximaliseren van het vermogen van windparken en het reduceren van de structurele belasting op windturbines. In dit werk focussen we op de reconstructie en predictie van turbulente stromingen in een horizontaal homogene ABL. Voor de ontwikkeling en het benchmarken gebruiken we onze binnenshuis ontwikkelde grotewervelsimulatie (E: Large-Eddy Simulation – LES) code SP-Wind als virtuele realiteit.In een eerste stap passen we de principale-componentenanalyse toe op een drukgedreven grenslaagstroming (E: Pressure-Driven Boundary Layer – PDBL), om zo een energie optimale basis te bekomen. De modes worden berekend als de eigenfuncties van de tweepuntswindsnelheidscovariantietensor. Voor de horizontale richtingen, is het geweten dat deze modes overeen komen met Fouriermodes. Dit wordt expliciet gebruikt om het grootschalige eigenwaardenprobleem te reduceren naar een kleiner eigenwaardeprobleem per golfgetal. De benodigde hoeveelheid modes om  90% van de energie te bevatten is drie ordegroottes lager dan wat gerapporteerd is in vergelijkbare grenslaagstudies. Dit verschil wordt toegewezen aan het gebruik van een directe methode om de modes te berekenen. Verder is het vastgesteld dat de hoeveelheid vrijheidsgraden dat benodigd is om dezelfde projectiefout te bereiken, gebruik makend van een regulier grid, slechts een factor twaalf hoger ligt. Vervolgens bestuderen we de haalbaarheid van het gebruik van LES voor het real-time voorspellen van turbulente snelheidsfluctuaties in een PDBL. Hoewel, LES over het algemeen gezien als computationeel te duur worden beschouwd voor real-time gebruik, kan de simulatie tijd sterk gereduceerd worden door grovere grids te gebruiken. Dus werd er gefocust op de voorspellingsfouten op zulke grove grids, en onderzoeken we de balans tussen rekensnelheid en nauwkeurigheid. Aspecten die gerelateerd zijn aan de toestandsschatting worden weggelaten, en we focussen op de grootte en de evolutie van de restrictiefouten, subgrid-scale-fouten, en de chaotische divergentie voor het analyseren van de haalbaarheid van LES als een voorspellingsmodel. Om dit te bereiken, maken we een geïdealiseerde casestudy, waarvan de voorspellingfouten worden onderzocht, gebaseerd op een referentiesimulatie op een fijn grid en een serie grovere grids. We vinden dat de fout slechts traag groeit, met toenemende grid-grofheid, wat voornamelijk toe te wijzen is aan een toenemende restrictiefout. Een praktisch voorbeeld, geïnspireerd door windenergie, onthult dat er voorspellinghorizonten bestaan voor welke de variantie van de voorspellingsfout significant verminderd wordt in vergelijking met de turbulente-achtergrondvariantie, terwijl tegelijkertijd een verhouding van gesimuleerde tijd op wall-time van bijna 300 bereikt wordt.Hierna onderzoeken we het reconstrueren van turbulente snelheidsvelden in een PDBL op basis van een reeks lidar-metingen, gebruik makend van LES gecombineerd met een Bayesiaans-gebaseerde toestandsschatter. Dit leidt tot een optimalisatieprobleem in welke de fout tussen metingen en gesimuleerde metingen geminimaliseerd wordt over de observatiehorizon. We beschouwen ook, ter vergelijking, de reconstructie gebaseerd op een Taylor's bevroren turbulentie (E: Taylor's Frozen Turbulence – TFT) gebaseerd model als punt van vergelijking. Om de werking te kunnen beoordelen, construeren we een reeks lidar-metingen m.b.v. een fijne-grid LES van een PDBL. De reconstructie gebruikt LES op een grover grid en een kleiner domein, en de resultaten worden vergeleken met de fijne grid referentie. Twee lidar-trajecten worden beschouwd: een klassiek traject waarin in het horizontale vlak gescand wordt en een 3D patroon dat is gebaseerd op een Lissajous curve. We vinden dat de genormaliseerde fout tussen de 15% en 25% ligt (variantie van de fout genormaliseerd door turbulente achtergrondvariantie) in het gescande gebied, en stijgt tot 100% over een afstand die vergelijkbaar is met de correlatielengteschaal buiten dit gebied. Verder, observeren we dat de LES-fout tussen de 30% en de 70% lager ligt dan de TFT-fout, afhankelijk van de mode en de locatie.Uiteindelijk passen we dezelfde methodologie toe op een conventioneel neutrale grenslaag (E: Conventionally Neutral Atmospheric Boundary Layer – CNBL). Een vergelijking van de tweepuntcovarianties onthult opvallende verschillen in vergelijking met de PDBL. De component in de stroomrichting is coherent over veel kortere afstanden bij een CNBL. De laterale component is daarenboven gedraaid over ongeveer 45 graden t.o.v. de windrichting. De horizontale scanningsmode bereikt een fout van 10% in het scanningsvlak, waar dit 15% was bij een PDBL. De Lissajous mode daarentegen heeft een stijging van de fout van 25% naar 41%. Dit heeft vermoedelijk te maken met de kortere correlatie lengteschalen in een CNBL." "Grafe-gebaseerd model van informatiediffusie in het menselijk brein voor de studie van event-gerelateerde potentialen" "Marc Van Hulle" "Laboratorium voor Neuro- en Psychofysiologie" "Brain Computer Interfaces (BCI) registeren hersenactiviteit om ze naar intentionele acties te vertalen en omzeilen zo de behoefte aan spieractiviteit. Recente ontwikkelingen spelen in op de relatie tussen de kinematica van menselijke bewegingen en gelokaliseerde activiteit in motorische en somatosensorische hersengebieden. Motor BCIs worden gepromoot als oplossing voor verlamde patiënten door hen in staat te stellen een robotledemaat aan te sturen of opnieuw de controle over het verlamde ledemaat te verwerven via de electrische stimulatie van de gedeconnecteerde spieren of via een exoskeleton dat de intentionele bewegingen ondersteunt. De hoge spatio-temporale resolutie, de brede bandbreedte, en de lange-termijn stabiliteit van elektrocorticografie (ECoG), een deels niet-invasieve registratietechniek, biedt nieuwe perspectieven voor motor BCI’s. De precieze decodering van autonome individuele vingerbewegingen, wat essentieel is voor de dagelijkse activiteiten van de beoogde patiëntengroep, ontbreekt nog steeds ondanks enkele verbluffende successen van motor BCI's in nauwkeurige arm- en handcontrole uit ECoG-signalen. Doch de huidige decoders zijn gebaseerd op conventionele één- of tweerichtingsregressiemodellen die de ingewikkelde relatie tussen de neurale activiteit en de beoogde bewegingen van de vingers niet adequaat capteren. Er is een duidelijke behoefte aan geavanceerde decoderingsalgoritmen om vingervaardigheid aan de bedoelde patiënten te kunnen bieden. Het hoofddoel van dit doctoraat is het creëren van een decoder die intentionele vingerbewegingen uit ECoG registraties haalt die bovendien snel te trainen, robuust en nauwkeurig is. We betrouwen op de multiway-benadering omdat deze het potentieel heft om verborgen multilineaire componenten te exploiteren terwijl de multilineaire structuur van de gegevens behouden blijft. Meer specifiek hebben we gekeken naar het vermogen van multiway-modellen (decoders) om het traject van individuele vingers te controleren met behulp van ECoG registraties en hebben we een klasse van multiway-modellen geïdentificeerd die tot continue regressie en (asynchrone) classificatie in staat zijn. We hebben aangetoond dat de voorgestelde decoders superieur zijn aan geavanceerde lineaire en multiway-modellen. We hebben ook gekeken of de voorgestelde benaderingen konden voldoen aan de eisen van real-time operatie, omdat de tijdcomplexiteit van multiway modellen een aanzienlijk obstakel zou kunnen zijn voor hun acceptatie. Over het algemeen ondersteunen de bevindingen het gebruik van multiway-decoders voor ECoG-gebaseerde vingeractiviteit in real-time, waardoor de klinisch belangrijke vingervaardigheidstoepassingen in het vizier komen." "Virtuele Realiteit voor het Tactiele Internet" "Filip De Turck" "Vakgroep Informatietechnologie" "The Tactile Internet voorziet dat we in de nabije toekomst op afstand gevestigd kunnen zijn infrastructuur (zoals robots) in realtime. Dit gebeurt alleen met behulp van wearable sensoren en een video om de toepassing te controleren. Voorbeelden van toepassingen zijn telegezondheid of online gaming. Virtual Reality (VR) videostreaming is het meest geschikt om de meeslepende visuele feedback te vervullen lus. Het integreren van VR in het Tactile Internet, dat real-time uitzendingen vereist, legt verbeteringen op in de technologie. De reden hiervoor is dat VR-technologieën zeer nodig hebben hoge bitrates (~ 50Mbps) en last van grote netwerkvertragingen (in de orde van 100 ms). Bovendien is het erg moeilijk om VR-video's te synchroniseren met de andere sensoren en om te beoordelen hoe de diensten worden waargenomen door gebruikers. Het doel van dit project is om de uitdagingen aan te gaan om VR op snelheid te brengen met de Tactile Internet paradigma. We voorzien twee onderzoekslijnen. Allereerst om de overdracht te verbeteren vertragingen en bitrates, zullen we de beperkingen van de huidige transmissiesystemen verkennen, optimaliseren hen en voorzien van alternatieven. Deze systemen emuleren de zintuigen d.m.v. omnidirectionele beelden, 360°-geluid, bewegingscaptatie en simulatie van de tastzin om een gevoel van aanwezigheid in de virtuele omgeving te creëeren. Deze hebben het potentieel om fysieke interactie te vervangen in toepassingsdomeinen zoals training (Industry 4.0) of e-health (tele-chirurgie). De huidige COVID19-pandemie heeft echter aangetoond dat deze systemen nog niet klaar zijn, daar ze nog niet voldoen aan de vereisten m.b.t. immersie. In dit onderzoeksproject beargumenteer ik dat immersie kan worden afgeleid uit vier van vier onderliggende aspecten: aanwezigheid (d.w.z. het gevoel zich ""in"" de virtuele omgeving te bevinden), cyberziekte, netwerkgerelateerde kwaliteitsperceptie en de bruikbaarheid van de applicatie. Daarom stelt dit project een gebruikersgerichte aanpak voor voor de beoordeling en modellering van immersie. Twee dimensies worden vooropgesteld: (1) Subjectieve en objectieve beoordeling van aanwezigheid, cyberziekte, bruikbaarheid en kwaliteitsperceptie en (2) Real-time modellering van immersie. Humans could be overwhelmed by fast changes of potentially dangerous incidents occurring at confined environments with mass-gathering. They could fail to make objective decisions to find their way to safety. This condition may lead to mass panic and make emergency management more challenging. In eVACUATE, the intelligent fusion of sensors, geospatial and contextual information, with advanced multi-scale crowd behaviour detection and recognition will be developed. The structured fusion of sensing information with dynamic estimated uncertainties on behaviour predictions will advance eVACUATE crowd dynamic models; and virtual reality simulations of crowds in confined environments. A service oriented Decision-Support System shall be developed to dynamically distribute on-demand evacuation information to emergency management actors as the crisis unfolds. Decision-makers at the command posts, first responders, front-line stewards and volunteers receive real-time situation aware information of updated evacuation strategies using robust and resilient eVACUATE information and communication infrastructure. Smart spaces of electronic, audio and other mobile devices shall be connected to the integrated system to provide safer evacuation routings for people. The eVACUATE system performance and scalability will be validated in four distinct scenarios involving incidents with large crowd at various venues with the requirements of evacuation time reductions and increases of safety and security. These are: 1) Underground stations in Bilbao; 2) Real Sociedad Footbal Stadium in San Sebastian, 3) Athens International Airport and 4) a STX Cruiseship."
