Building institutional capacity at the Mozambique INS, Phase III (BICMINS III)
The BICMINS project is a project of institutional capacity building that so far has focussed on three areas: (i) strengthening of institutional governance and management, (ii) scientific training of human resources, (iii) strengthening capacity to conduct research and surveillance. During BICMINS phase 1 and 2 (Jun 2012-Nov 2017) many successes were achieved, including the establishment of a working scientific and ethical committee, 23 Master graduates, three PhD graduates, 59 awarded Fellowships to mid-level and senior INS staff, 28 awarded internal research grants, over 10 short courses for INS staff, and a developed National Research Agenda.
BICMINS phase 3 will build on the results achieved in phase 1 and 2 and will aim to achieve three major outcomes that will further strengthen the institutional capacity at INS and the health system of Mozambique:
Outcome 1 - Continued strengthening of INS expertise and structures to conduct surveillance and quality research: Outcome 1 activities will lay the foundations for a nationwide antimicrobial surveillance network, a task that will be undertaken in collaboration with the bacteriology research team of ITM. Such a surveillance network is urgently needed to gather the needed scientific evidence to inform and adapt health systems practice and policies on antimicrobial usage and infection prevention and control. It is expected that a nationwide surveillance network will ultimately improve the quality of care for all Mozambicans, particularly adolescents which are most affected by HIV opportunistic infections that are amongst the most difficult to treat. The planned activities include the training of two PhD students to guarantee a professional continuation and expansion of the surveillance network at the end of the BICMINS project. Outcome 1 activities will also include an extensive career development program mentored by ITM to foster the growth of junior researchers into heads of INS research groups and international research leaders. Finally, outcome 1 activities will continue to strengthen INS’ capacity in financial and administrative management based on lessons learnt from phase 1 and 2, and these renewed efforts will be supported by intensive training and monitoring by ITM.
Outcome 2 – Development of a nation-wide environment conducive for good quality health research: Outcome 2 activities will focus on developing good quality research environment in all provinces by developing national guidelines for research conduct, training programs for researchers working in the provinces and research funding for projects in the provinces aligned with the National Research Agenda of Mozambique. Outcome 2 will further contribute to the national efforts to build a strong decentralised health system.
Outcome 3 – Establishment of an INS health policy and communication office to ensure translation of the generated evidence to health policy and practise: Outcome 3 activities will be dedicated to the establishment of a health policy and communication office at INS. Outcome 3 will invest in the training of two INS staff members largely based at ITM in expert communication of health-related research results with policy makers, health professionals and the general population.
