Longer-run policy measures on COVID-19 for the maritime and port sector: Plans and recommendations

This chapter looks into longer-run policy measures taken by governments and port authorities, so as to mitigate the future impacts of pandemics and similar crises. This allows deriving trends in the initiatives taken, and drawing lessons for successful mitigation, but also on what governments did wrong or refrained from doing after this pandemic in terms of after-pandemic recovery measures. The chapter groups nine case studies, where each case represents one country: Belgium, Denmark, Germany, Iran, Netherlands, Singapore, Spain, Sweden and the UK. Common topics and issues are sought between the cases, and deepened out in this chapter, per topic. Subsequently are dealt with: digitalization, energy, investment, cluster development, start-up community-building, automation, co-operation, hinterland and accessibility, labour, climate, sector focus: automative and e-commerce, and research. The last section then takes overall lessons from the cases, and makes recommendation for future policy implementation, also in other countries.
