Consolidated Criteria for Assessing Intersectionality Operationalization in European Equality Policies: The Case of Roma Women

Although intersectionality has largely been theorised, research investigating its operationalization in policies is still relatively little developed. To what extent are equality policies in the European Union (EU) oriented towards intersectionality? How is intersectionality incorporated in the policy tissue? Extant literature answers these questions by focusing essentially on the institutional mechanisms resulting from the operationalization process, like laws and equality bodies. This article intends to foster the understanding of intersectionality operationalization in equality policies by proposing a set of criteria based on both institutional machineries and less institutionally-oriented standards, like the presence of an ‘intersectionality vocabulary’ in both policy documents and legal tools as well as the implementation efforts of national governments for supporting specific groups ‘at the intersections’. Policies towards Roma women in Central and Eastern European Member States (CEEMS) are used as test-cases to check the reliability of the proposed criteria set.
