Metropolitan Functions in Metropolitan Flanders

A metropolitan function is a specialized facility of international stature in the field of culture, knowledge, decision-making power, etc. Flanders and Brussels are better endowed with these kinds of facilities than can be expected solely on the basis of their size. The study examines the presence of such metropolitan functions in Flemish cities, analyses the potential of metropolitan formation and the complementarity of metropolitan functions in the highly urbanised areas of MHAL, As Antwerp-Brussels, Eurometropolis and Coast. The study concludes that the coast has little potential for metropolis formation, that the Eurometropolis and MHAL still have potential, and that the Brussels-Antwerp axis should be considered more broadly.

The research question leading to this report is as follows: How can cooperation between urban regions strengthen the formation of metropolises in Flanders?
In order to answer this question, three subanalyses have been carried out, each of which will be dealt with in a separate section. This is an analysis of the presence of metropolitan functions in Flemish cities (paragraph 3), an analysis of the potential of metropolitan formation
(paragraph 4) and an analysis of complementarity of metropolitan functions (paragraph 5). The conclusion is, of course, a conclusion in which the findings are integrated. We start with a brief description of the policy context in which this report is produced.
