The complexity of node developments means that they are often controlled top-down but it is ultimately the end user who will determine the success of the development. There is a need for a methodology to better understand the behaviour and wishes of that end user. The lower quality of life of the neighbourhoods around the station in interim situations is not only due to poor quality site situations. Sometimes, investments of general interest - think of new public green space or community functions - are pushed back at the expense of more lucrative private programmes. This distortion can be tackled by giving preference to investments of general interest and/or by temporary facilities in the public domain.
