Analysis of housing reserve areas on the basis of criteria at the Flemish level - technical description

The 2014-2019 Coalition Agreement and the 2014-2019 Policy Memorandum on the Environment opted for the responsible designation of part of the residential expansion areas through a transparent and simple procedure, and a reallocation of residential expansion areas that are no longer eligible for development. In a "concept note on residential reserve areas" dated May 8, 2015 (VR 2015 0805 DOC.0344QUATER), the Flemish Government proposed to draw up lists of areas that were definitely not eligible for development and should be given an open space designation ("negative list"), and areas that were definitely eligible for development ("positive list"). However, the proposal of approaching through lists was abandoned, and on July 20, 2018, the Flemish Government approved a preliminary draft decree that contains an adapted regulation to provide clarity in the short or medium term about whether or not to address the residential reserve areas.
In all cases, the question arises of making a reasoned distinction between well-located land and poorly-located land. This first study examines the residential reserve areas in this respect. The basis for this is the Atlas of residential expansion areas, supplemented with the other reserve areas (especially reserve area for residential expansion, residential reserve areas, residential cutting areas), but excluding the built-up areas, extensive infrastructure and areas located in a SIP.
