What partnership? A normative-theoretical framework and empirical analysis of the partnership concept in EU-OACPS development cooperation

U+2018PartnershipU+2019 is a buzzword in development cooperation, but it is unclear what a partnership should be and what it means in practice. My project will combine pragmatist political theory with empirical research to elaborate a normative framework for the assessment of partnerships, and I will conduct
a direct content analysis on a comprehensive dataset of EU development cooperation with OACPS.
