Professionalizing Public Administration(s)? The Cases of Performance Audit in Canada and the Netherlands
This PhD. looks if performance audits are becoming more audit-like or evaluation-like.
An audit-like development would imply the appraisal of government performance through a more and more generic subset of necessary conditions for performance, the periodic upgrade of more and more abstract professional norms, giving an impression of standardization of auditing processes, and a retreat from substantive analysis toward a greater reliance on the work done by other governmental experts (Power, 1996, 1999).
