Development of key package for language exams French ans NT2 for teachers (R-3465)

In November 2011 CTL-UHasselt was assigned the contract by AKOV, the (Flemish) Agency of Quality Assurance in Education and Training (Agentschap voor Kwaliteitszorg in Onderwijs en Vorming) to develop language tests of French and Dutch (NT2, Dutch as Foreign Language) for personnel and teaching personnel of Flemish primary and secondary schools, centres for student counseling, inspection and centres for Adult Education (CVO) in Flanders and in Francophone schools on Flemish territory. More information regarding the required language skills for an appointment in an educational institution can be found in the circular letters PERS/2010/01 (http://www.ond.vlaanderen.be/edulex/database/document/document.asp?docid=14173 ) and PERS/2010/02 (required language skills for an appointment in a Francophone school or in a Dutch-speaking school with a Francophone division on Flemish territory (http://www.ond.vlaanderen.be/edulex/database/document/document.asp?docid=14174) as well as in the decrees mentioned in the above circular letters. Starting September 1st, 2009 a new regulation has taken effect regarding the appointment of a personnel member in an educational institution. On the one hand, this involves: - the knowledge of Dutch as a language of instruction - the knowledge of French as a mandatory second language in primary school For Francophone schools this involves: - the knowledge of French as a language of instruction - the knowledge of Dutch as an administrative and official language - the knowledge of Dutch as a mandatory second language In order to be appointed or to work in an educational institution, a personnel member is required to demonstrate that s/he meets the language requirements. In order to check the compliance with the requirements, these language exams can be used. The exams will be administered decentrally by a Centre for Adult Education (CVO), one in each province, which has been selected to this end. The development of the language tests was outsourced by the Flemish Government, more specifically AKOV, the Agency of Quality Assurance in Education and Training (Agentschap voor Kwaliteitszorg in Onderwijs en Vorming). The tests are required to comply completely with the Common European Framework of Reference for Languages. More specifically, tests for the levels A2, B1, B2 and C1 are being developed for the competences reading, listening, speaking and writing. In this regard, consistency is crucial and the calibration of the tests to the European Framework needs to be scientifically founded and validated. Special attention will be given to parallelism and correspondence between the exam questions for Dutch as a Foreign Language (NT2) and those for French. In addition to the development and validation of the language exams for both languages, the assignment also involves providing advice and support during the implementation of the developed tests.
