Development and implementation of a results based monitoring and evaluation system for the lobby and advocacy domain of the project 'Loujna-Tounkaranké' on internal migration in Niger, Mali, Senegal and Mauritania (2016-2018).

In this action research, the French NGO 'La Cimade' together with its partner organisations in Niger, Mali, Senegal and Mauritania are supported in the development and implementation of a learning- and actor-centred monitoring and evaluation system for their lobby and advocacy work around internal migration in the Maghreb region. Actor-focused monitoring and evaluation methods such as Outcome Mapping and ROMA are used for this purpose because they help to facilitate deeper reflection about the observed effects at the level of the target groups. The lessons that can be drawn from such reflections not only allow for evidence based reporting on results but also for informed adjustment (if necessary) of the project.
