The Dutch trade union support organisation FNV Mondiaal commissioned an impact evaluation for its 2013-2016 programme in four of its partner countries: Bangladesh, Peru, South Africa and Zimbabwe. HIVA-KU Leuven, in cooperation with MDF Netherlands, executes the baseline in 2013 and a second measurement in 2016. The evaluation approach is inspired by contribution analysis and covers data collection activities from the output to the impact level. The evaluation looks at the effects of capacity development activities towards trade union partners in the four countries, effects on governments and employers, and indications of impact in terms of the decent work situation at the workers' level. The baseline runs from May to November 2013, the second measurement takes place in the period January-June 2016.
