Which steering mechanisms (regulations, funding, market forces, etc.) lead to an efficient use of resources and to a maximal performance of higher education systems and its institutions? Which balance(s) should governments strike between different coordination mechanisms and policy instruments? How do higher education institutions respond U+2013 possibly proactively or subversively U+2013 to these mechanisms and policies?
