Academic assistance to the legal and economic impact assessment for alternatives for a preproposal for a new postal law

Especially since the COVID-19 pandemic, e-commerce has become a channel in its own right in the Belgian retail landscape. Online purchases are no longer limited in sector (àll is bought online) and destination (not only urban 25-40 year olds anymore) (Beckers et al., 2021). This complicates logistical flows in a highly competitive sector, with social fraud as one of the undesirable side effects. The De Sutter administration is examining an amendment to the law of January 26, 2018 on postal services to counteract social exploitation in the parcel sector. UAntwerpen proposes to initially analyze the original adaptation of the cabinet from a legal perspective, taking into account possible alternative scenarios. In the second instance, we quantify the impact of the scenarios on the cost structure of parcel suppliers.Building on this, we now further research the alternatives for a preproposal for a law, with special attention to the most impactful alternatives.
