Promoting adaptive programming through outcome mapping. The ‘Resilient Adolescents in the Syria Crisis’ programme

This chapter describes how outcome mapping was used by Save the Children Sweden to strengthen adaptive programming in a project (2018-2020) that supports adolescents, living in a post conflict context, to become more resilient. The chapter first highlights the key elements of outcome mapping as well as its underlying principles. It explains how its non-linear character and its strong focus on outcomes as changes in the behaviour or practice of local actors make it particularly useful for programmes working towards complex social change. Zooming in on the Save the Children Sweden project, the chapter then describes how the spheres of influence framework was used to develop an actor focused theory of change. It also outlines how the use of outcome journals, and regular monitoring meetings and reflection workshops provided a conducive basis for data collection and analysis and for informing planning. The final part of the chapter explores to what extent outcome mapping was able to foster participation and ownership as well as adaptive programme management. It also explores some of the challenges project stakeholder faced with introducing a monitoring and evaluation method which represented a considerable departure from the more standard logframe-based methods.
