'Stilte na de storm', 'Urban Urgency' en de experimentele ontwikkeling van regelgeving als ruimtelijk beleidsinstrument

In Flanders a Governance Decree of 2018 provides a framework for experimental law. Can it be considered a relevant instrument for urban policy? Trending international literature on this topic acknowledges a significant relation between the use of experimental law and dealing with complex problems, ‘wicked problems’, such as climate change. The framework was first applied, a few months ago, in a small-scaled project related to the upgrade of bicycle paths. In their Policy Statements 2022 Flemish Ministers of Environment and Mobility and Public Construction expressed the ambition to upscale the use of experimental law within the context of urban transition, since after past summer we are familiar with the urgency of construction solutions to prevent new climate disasters.
