Subtitle:Search methodology and solution-oriented approach to identify unlicensed facilities
The annual surveys by the Flemish High Enforcement Council for Land and Environment have shown that several municipalities and cities do not have a (clear) picture of the number of unlicensed establishments on their territory. The competent authorities are aware of this problem, but lack the means to tackle it systematically. The study "Unlicensed Installations", conducted by Prof. Dr. Kurt Deketelaere of Sustainability College Bruges, investigated this problem and provided solutions. The study comprises several facets. In a first phase 'Search methodology', methods were searched to identify unlicensed classified establishments (OII). After an inventory of search methods, these were applied in a pilot project and further developed by indicating how municipalities and cities can set up a concrete action to identify OII. The second phase "Solution-oriented approach" explored how OII identified through the aforementioned actions can be regularized through solution-oriented initiatives. All findings are reflected in a plan of action that can be used immediately by cities and towns.
