Development of an instrument to measure solvency for prospective tenants (SOLV HUURDERS)

CIB Vlaanderen, the association of real estate professionals in Flanders, wants to develop a web tool with which tenants and landlords can assess the risk of not being able to pay the rent. The application will make use of the residual income measure, in which the income remaining after the payment of the housing expenses is compared to a minimum budget. The research consists of two parts. The first part consists of drawing up an accessible report in which the usual affordability indicators and their advantages and disadvantages are explained. The second part concerns the elaboration of an assessment model in the form of an Excel file. After entering the necessary data on rent and income, this model will indicate whether the prospective tenant falls under a 'critical limit' in terms of affordability, and therefore has a risk of affordability problems.
