Uncovering the iceberg of potential disputes in the WTO

While political scientists have extensively analyzed WTO dispute settlement, this literature remains largely silent on the problem of dispute initiation, i.e. how WTO members select their targets. To fill this gap, I plan to construct a comprehensive database with all trade barriers brought to the attention of public officials in the EU and the US. This is key in order to test a series of hypotheses about dispute initiation in the WTO.
