Towards a European performance management system for seaports: an application to socio-economic impacts

Performance indicators on socio-economic impacts of seaport activities are often used to support and strengthen the societal acceptance of seaport activities. However, the use of these indicators for the purpose of gaining broader acceptance for seaport activities and port expansion has been questioned. The cause of the distrust is reflected in a great diversity in terms of measures of economic impacts, basic assumptions used to calculate the socio-economic impact of seaports. Recognizing these potential misconceptions surrounding the indicators, but emphasizing even more the need for socio-economic performance indicators, we suggest a methodology to create a uniform measurement system for these indicators across European seaports. While building this management system, we particularly focus on the results of the survey on methodological aspects of socio-economic impact calculation in a port system across 58 European ports, and the potential research and policy implications of these results.
