EF 49: Preliminary study 'Monitoring and evaluation of the juvenile delinquency decree'

This preliminary investigation focuses on the preparation of structural monitoring and evaluation of the new Flemish decree on juvenile delinquency. It comprises two parts:


-the development of a research design for the structural monitoring and evaluation of Flemish juvenile delinquency law;


-the implementation of a 'zero measurement' about the situation before the decree entered into force.


As stipulated in the decree, special attention must be paid in the monitoring and evaluation to the decision-making and implementation of the responses of closed orientation, closed guidance and handing over. Special attention will also be paid to the 'qualification question', in particular the choice to treat a file as a MOF (juvenile offense), or as a VOS (alarming situation) or in parallel, and the link between the two options for progress. The essential ambition of the decree is, after all, to provide a clear, socially normative answer to crimes committed by minors, while not ignoring the responsibility of the young perpetrator. However, this reaction is clearly separated from, but can easily be combined with, youth care when needed.
