NISTO: New Integrated Smart Mobility Options. (EU448)

NISTO is a transnational cooperative project consisting of seven partners (United Kingdom, Belgium, France, Netherlands, Germany) and several sub partners who are supported by the European Commission in the Interreg IVB NWE programme. NISTO has developed an evluation toolkit.
The aim of the NISTO toolkit is to provide an easy-to-use set of tools for practitioners to evaluate small-scale mobility projects. The toolkit consists of two online evaluation tools for the assessment of sustainability and stakeholder preferences. In addition to them, guidance documents are provided on the use of these tools, target monitoring and converting data, collected by smartphones or other sensors, into indicators that can be used for the evaluation.

The NISTO framework is based on extensive research and consultation with stakeholders. An in-depth review of 18 existing evaluation methodologies and frameworks, 16 case studies of the evaluation of mobility projects, a survey of 214 stakeholders from the UK, Belgium, France, Germany and the Netherlands, a detailed analysis of evaluation and monitoring activities in 9 NISTO pilot projects and 15 regional stakeholder workshops contributed to setting up the final framework. In addition, the framework was tested by monitoring and evaluating the five NISTO demonstration projects.

The framework offers three evaluation tools, which can be used prior to and after project implementation: the assessment of sustainability by Multi-Criteria Analysis (MCA), the assessment of stakeholder preferences by Multi-Actor, Multi-Criteria Analysis (MAMCA) and the assessment of policy success by target monitoring.
