Effectiveness of educational priority policies

Educational priority policies (EPP) are defined as various forms of positive (needs-based) discrimination in the funding of schools for additional investments targeted at socially disadvantaged students. The aim of the research is to estimate the impact of (changes in) EPP on educational equality by means of country-level fixed-effects models (based mainly on PISA 2000-2015, and possibly also on TIMSS, LFS, PIAAC data). Whereas a first approximation measures the effects of (reforms in) funding rules as such, further in-depth research should examine how the additional funding is used in practice (shifts in class size, better staffing, additional services etc.).
