Further development and area-oriented calibration and validation of the ELMO model

Since the main objective of this assignment is to strive for increased performance of the current ELMO 1.0 (mainly in the area-specific application thereof), this section provides definitions of the minimum indicators to be used to assess the performance, as well as the interpretation of the finally desired goal of an area-oriented ELMO model in the medium term.
